The construction work of different departments under Agriculture production commissioner U.P. was carried out by U.P.P.W.D. department. A need was felt to have a separate construction Agency under Rural Development to execute, these works, Hence Rural Engineering service department was creates on 1.7.1972.
R.E.S. department executes the works of Rural Development, DRDA, Education, Medical, Health, Animal Husbandry Departments as deposit works.
At Block level one junior engineer is posted at each Block to carry out the construction works of Block/Chhetriya Panchayat. He also imparts technical guidance to the village Pradhan & helps him to execute the construction work of Gram Panchayat.
